Why this is a Tier 2 — Established licence

The Isle of Man Gambling Supervision Commission (GSC) is a long-established, well-regarded offshore regulator. It licenses selectively, requires operators to ring-fence player funds, and applies solid anti-money-laundering and player-protection standards — strong enough to host major, listed gambling groups. We place it in tier 2: very reputable, just without the UK-style national self-exclusion and consumer ADR that define tier 1.

How it operates

The GSC licenses and supervises online operators and software suppliers under Isle of Man gambling law, vetting owners and finances before issuing a licence and enforcing its conditions afterwards. Licensed businesses appear on the Commission's public register.

The GSC oversees licensee conduct and can be contacted about a licensed operator, though it focuses on regulation rather than ordering individual refunds.
